Apparently you do not need to install any software for the mouse to be recognized by Windows and for it to have basic standard functions .

Try it with a different computer.

If it doesn't work fine with another computer either, then the mouse has probably been damaged, probably by it being dropped.

It it works fine with a different computer, then it's got to be some setting on the laptop that is causing your problem.

I see no setting in the standard Mouse settings, or in the Accessibility settings, in Control Panel that would cause your problem.
You could try looking in the User's or Owner's manual for the laptop model - they sometimes have key combos that change default things .
